This study aims to identify and determine the level of consumer needs related rice milling machine and, develop a House Quality (HOQ) dominant design requirements priority technical characteristics tool. The benefit this research is facilitate development so that it can continue provide improvements quality grinder produced be maintained. method used Function Deployment (QFD) by conducting survey field which distributing questionnaires seeking information about what farmers need make farmer's work easier. Questionnaires were distributed community, most whom as workers in mills. location Pariaman Regency Padang City. results are highest scale from aspect needs, namely fast with weight value (3.63) response aspect, energy (36.15). Based on analysis, focused improving performance optimizing sources using solar energy.
